New business rules regarding animal transactions due to implementation of two-party ownership transfers.
For an animal whose ownership is in transit (Institution A (ISIS member) has transferred the ownership to Institution B (also an ISIS member), but Institution B has not confirmed it yet), the animal can be sent to another institution with Physical only terms only. There are 2 cases:
1. If Institution A has an animal (Physical and Ownership), and transfers the ownership to Institution B (not confirmed), then Institution A cannot send the animal to Zoo C with Physical and Ownership terms. Institution A can send to Institution C with Physical only terms and the ownership still stays "in transit".
2. If Institution A owns the animal but it is physically with Institution B, and if Institution A transfers the ownership to Institution C (ISIS member, not confirmed by Institution C), then Institution B can send the animal somewhere with Physical only terms but not Physical and Ownership terms.
